Who can transfer
- Organization accounts: yes. Within the same organization the details carry over; to another company the new owner verifies with their own payments profile.
- Non-monetizing personal accounts: yes; the new owner selects or creates a payments profile for identity verification.
- Monetizing personal accounts: no; only their apps can move to your account.
- A Google Account that already owns a Play Console account cannot become owner of another one.

What you need ready
- A Google Account that does not already own a Play Console account.
- A payments profile: for personal accounts it verifies identity; for an organization moving to a new company, use that company's profile.
- Organization accounts: organization type, size and phone; website optional.
- Contact name, email and phone, each confirmed with a one-time code.
- The developer email and phone shown on Google Play.
Handling the 7-day hold
During the hold any member can cancel — Google built it to stop hijacks. We confirm with you at each point: card approved, transfer started, you begin the wizard. Payment method and milestones are written into the order before anything starts. Once you begin the wizard, other members can no longer cancel.
After the transfer
- Open Users and permissions and remove members you do not need.
- Turn on 2-step verification for your Google Account.
- Update the developer email, phone and store listing details.
- Confirm app signing and upload keys were handed over.
- Check the policy status page for new notices.
Only need one app?
An app transfer leaves account ownership alone: both accounts must be active, the receiver accepts, and Google's support team usually reviews within 2 business days. Users, statistics, ratings and subscriptions move with the app. See app vs account transfer.
