Start from what you need
- Ship a new app without the closed test: a non-monetizing personal account from before 13 Nov 2023, or an organization account.
- Publish as a company, or in finance, health, VPN or government: an organization account.
- Keep running a live app: an account with that app, with its signing key included.
- Just need an account and not in a hurry: registering yourself is cheaper.
Registration: the month matters
Two personal accounts from 2023 differ completely around 13 November: later ones need the 12-tester, 14-day test. Take the date from live Play Console pages, and cross-check with the first release date of the oldest app.
App history: live is not the same as clean
Check each app: published, removed, suspended or rejected, when it was first released, and whether its store page opens. A suspended app needs an explanation before you go further.
Policy status: account-level notices matter most
A single app rejected for assets or a missing privacy policy can usually be fixed. Notices about account-level, repeated or associated violations put the account itself at risk — we suggest walking away.
Handover: official routes only
Non-monetizing personal and organization accounts can use Play Console's owner transfer; monetizing personal accounts can only move apps. If a seller will only send a password, stop.
Signing and integrations
Confirm whether apps use Play App Signing and who holds the upload key; Firebase, AdMob and Google Analytics links must be redone under your account.
Questions
Is an older registration always better?
No. Age only says how long it has existed, not whether it is compliant; policy history and app status matter more.
Aged personal or organization?
By publisher and category: personal projects take an aged personal account; companies and restricted categories take an organization.
