A one-time US$25; personal accounts registered after 13 Nov 2023 also run a 12-tester, 14-day closed test before applying for production. The real cost is time and finding testers.

The quoted price, plus at least the 7-day transfer hold, the checks before it, and verifying with your own payments profile.
What stays the same
- The same app review — aged does not mean exempt.
- The same developer policy, data safety form and privacy policy rules.
- Both register package names in Play Console for Android developer verification.
